Understanding PPE Requirements in Construction

Personal Protective Equipment (PPE) is the last line of defence against workplace hazards. Under the Personal Protective Equipment at Work Regulations 1992, employers must provide appropriate PPE free of charge and ensure workers are trained in its use.

The PPE Hierarchy

PPE should only be used when risks cannot be adequately controlled by other means. The hierarchy of controls is:

  1. Elimination - Remove the hazard entirely
  2. Substitution - Replace with something less hazardous
  3. Engineering Controls - Isolate people from the hazard
  4. Administrative Controls - Change the way people work
  5. PPE - Protect the worker as a last resort

Minimum Site PPE

Most UK construction sites require the following as minimum PPE for all site access:

  • Safety helmet (hard hat) - EN 397
  • High-visibility vest or jacket - EN ISO 20471
  • Safety boots with steel toe cap - EN ISO 20345 S3

PPE Standards

All PPE must meet relevant European (EN) or international (ISO) standards. Look for CE marking and check that the PPE is suitable for the specific hazards present.
